The article addresses expanding of global economic systems by studying Sámi strategies addressing Norwegian High Northern Policies (NHNP) launched the Ministry Foreign Affairs from 2005. NHNP attracted economy, labour and knowledge to Arctic region. responding are analysed using agency theories in geography, contributes expand content agencies e.g. understanding its embedding specific historical shaped structures as well debates on new opportunity spaces wake globalism. study demonstrates three debated Parliament: (i) In grounding resistance Parliament argued that entry international industries into areas with population threaten fundamental conditions for livelihood. (ii) By entering governance parliament emphasized importance negotiation multinational companies frameworks. (iii) And changing territories order include research higher education milieus outside remote rural districts.
